Bagdad 230kV Transmission Line Project

Project Need

To meet the expanding energy needs of more people and businesses throughout Yavapai County, APS is looking to upgrade its system. The proposal includes building a new high-voltage power line to support future increased energy usage at the Freeport-McMoRan mine in Bagdad and provide future opportunities to improve reliability in the region. The new 230kV transmission line will connect a new substation approximately one mile east of the Town of Bagdad adjacent to the existing Willow Lake 115kV power line to the Western Area Power Administration's Mead to Perkins transmission line to the south. It will be approximately 14 miles long.

Here is an example of the type of structure we are proposing. The new 230kV transmission line will be built on steel monopole structures approximately 130 feet high. It will require a right of way approximately 100 feet wide (50 feet on either side of the line) to safely construct, operate and maintain the line.

After holding open houses and getting feedback from the community, we plan to submit an application for a Certificate of Environmental Compatibility (CEC) by September 2024. We expect a CEC hearing will follow shortly after that. APS is expected to begin construction in November 2024 to accommodate a scheduled in-service date of 2027.

Arizona Power Plant and Transmission Line Siting Committee (Committee) Hearing

The next step for this important project is a hearing before the Committee. All transmission lines in Arizona with a voltage of 115kV or greater are required through state statute to receive a Certificate of Environmental Compatibility (CEC) from the Arizona Corporation Commission. The most important part of the process is the Committee hearing, which has been scheduled starting on October 28, 2024, and continues October 29 and October 30 at Rancho de los Caballeros, 1551 S Vulture Mine Rd, Wickenburg, AZ 85390, starting at 1 p.m. on the first day and 9 a.m. each day, as necessary through the completion of the hearing.

Public comment will be taken in a special evening session on October 28, 2024, beginning at 5:30 p.m., virtually or in person.

The community and interested parties are invited to attend the hearing. However, you may also participate by either watching the meeting online or listening to the meeting via telephone, rather than attending in person. At least 24 hours before the hearing, information regarding online and telephone hearing access will be posted on this website.
