APS Proposes One-Time Bill Credit on May 2025 Bills

Average energy users would receive $23 credit

Arizona Public Service (APS) is proposing a one-time credit on the May 2025 bill for customers who pay the Environmental Benefits Surcharge. The Arizona Corporation Commission (ACC) is scheduled to vote on the request at its April 22 meeting.

The Environmental Benefit Surcharge funds clean energy projects and programs that help customers use energy more efficiently.

“These are renewable projects, energy efficiency programs like Limited Income Weatherization (which refers to modifying a home or building to improve its resistance to the effects of weather), customer and load management programs and our Virtual Power Plant program,” said Kerri Carnes, APS Director of Customer Technology.

APS met the goals of these programs without the need to spend all the collected funds, which were higher due to increased customer energy usage because of hotter than normal weather and new customers coming online. Other programs, such as Green Power Partners, have been successful and generated revenue that flows back to customers.

APS has asked the ACC for authorization to return these funds to customers as a larger one-time credit rather than spread it out over time. If approved as proposed, the bill impact for a typical residential customer who uses 1,050 kilowatt hours (kWh) in a month would be about a $23 decrease. The amount of the May credit a customer will receive is based on the customer’s energy usage, so in most cases, if a customer uses more energy per month, they will receive a larger credit; if they use less, it will be a smaller credit.

In addition to seeking to pass back savings to customers when possible, APS offers a choice of programs and tools to help manage energy bills.

  • Budget Billing can help take out the seasonal swings of summer billing by leveling payments throughout the year. This makes it easy for customers to know what their APS bill will be every month. Visit aps.com/budgetbilling.
  • The Most Economical Plan tool helps eligible customers see if they would have saved money on another plan. It’s available when they login at aps.com/compare or on their monthly bill.
  • APS has multiple rate plans, including the Time of Use 4-7pm Weekdays and Time-of-Use 4-7pm Weekdays with Demand Charge plans, when the cost per kWh is lower on weekdays between the times of 7 p.m. and 4 p.m., all weekend-long and off-peak holidays. One of the best ways to keep bills manageable on those plans during the summer is to precool your home by setting the thermostat a few degrees lower during the hours before 4 p.m. Then, between 4 p.m. and 7 p.m. weekdays, setting it a few degrees higher. • Home Energy Checkups offer free advice from an energy advisor. APS Marketplace offers savings on LED light bulbs, smart thermostats and much more.
